Dr. (Adv.) Benny Spanier is a Senior Research Fellow at the Maritime Policy & Strategy Research Center (HMS) in the University of Haifa. He holds a PhD in law from the University of Haifa. Dr Spanier is interested and researching international public law and maritime law, with an emphasis on international tribunals. Within the framework of HMS, he has published several articles and conducted research relating to Israel’s maritime boundaries in terms of the law of the sea. Benny lectures as part of the HMS Master degree program in National Security and Maritime Strategy on matters pertaining to the Law of the Sea, and was a visiting lecturer at Syracuse University School of Law in the United States.
