
After completion 3 years of compulsory military service in in the Israeli Navy in1972 – joined the Merchant Marine and commanded ships of all sizes and types on world’s 7 seas for over 30 years.
1998-2016 served at Israeli Administration of Shipping and Ports as a principal Shipping Inspector and later as Deputy Director General.
During that time, Head of Israel Delegation at the International Maritime Organization (IMO) in London. Also acted as contact with International NGOs such as EMSA (European Maritime Safety Agency), and the Centre of Contingency and Response to Oil Pollution (REMPEC).
Specialised in: Investigation of marine accidents; ratification of international maritime conventions; national maritime legislation; handling and transport of dangerous goods; Focal Point for protection of the marine environment.
2004/2005 – MSc from Southampton-Solent University, UK, in International Maritime Studies Ports and Environment.
Upon retirement from Governmental service in 2016, returned to sail as Captain for additional 5 years on very large ships, and joined the Institute for Maritime Policy & Strategy as a Senior Research Fellow.
