Dotan served for nearly a decade in the Israeli Navy, holding various command positions, including Deputy Commander of a missile ship. After completing his military service, Dotan joined a leading management consulting firm, where he specialized in the energy and infrastructure sectors. His professional interests lie in maritime energy, naval strategy, and the blue economy. Dotan holds a bachelor’s degree in Political Science from the University of Haifa (as part of the Israeli Naval Academy) and is a graduate of the U.S. Naval Tactical Officer Course.
